Most discussions of the next interface layer remain trapped at the level of product rumor: glasses, pins, pendants, earbuds, life-loggers, ambient assistants. This essay moves beneath that consumer silhouette to map the deeper institutional substrate already visible in public: Disney-grade symbolic trust systems, OpenAI’s world-modeling and synthetic-environment work, Stargate’s territorialized compute and energy infrastructure, DARPA N3, Rice’s MOANA, and, crucially, Merge Labs as one of the clearest commercial bridges between frontier AI and future wireless brain-computer interfaces, alongside Cortical Labs, Intel, IBM, and BrainChip on the substrate side, and the Orlando simulation corridor of Lockheed Martin, Team Orlando, PEO-STRI, and NAWCTSD on the operational side. The point is not to announce a gadget, but to show that the research ecology, procurement environment, infrastructure footprint, and strategic positioning of the next interface regime are already assembling in partial public view. Seen from that angle, wireless visual BCI no longer looks like futurist theater. It looks like the next rung in an emergent stack that runs from simulated worlds and adaptive training environments to neural read/write, sovereign compute, and eventually a direct interface with perception itself.
From Environmental Feedback to Cortical Access
In The Magic Kingdom and the Managed State: Disney, Russian Aesthetics, Cybernetics, and the Architecture of Soft Sovereignty, we established that The Walt Disney Company constitutes one of the most mature civilian laboratories ever built for cybernetic governance through designed environment — a distributed territorial-behavioral-technical system whose feedback architecture routes human affect and behavior at population scale through pleasure rather than coercion. That analysis documented a three-layer formal model operating across Disney’s parks: an input layer of symbolic forms (castle architecture, color systems, character design, spatial choreography) pre-loading behavioral expectations into the environment before conscious engagement begins; a processing layer of real-time behavioral feedback systems (MagicBand RFID telemetry, crowd-flow optimization, queue psychology, AI-driven environmental adjustment) converting visitor data into compliance-reinforcing environmental responses; and an output layer of coordinated human behavior produced without coercion because the commercial and governance problems converge on identical architectural solutions — maximize throughput, spending, and satisfaction by producing orderly, emotionally aligned, voluntarily compliant populations. The canonical criminological formulation remains Shearing and Stenning’s 1984 finding: Disney World’s control is “embedded, preventative, subtle, cooperative and non-coercive,” and conformity stems from “the crowd’s desire to receive the benefits of Disney World.”

This document tracks what happens when that architecture encounters new substrates: generative AI capable of adaptive symbolic production and world simulation (OpenAI / Sora / the successor codenamed “Spud”); sovereign-scale compute infrastructure with explicit national-security framing (Stargate LLC, $500 billion, 10 gigawatts, operational responsibility held by OpenAI); and the first heavily capitalized nonsurgical neural-interface bets with explicit AI-system integration ambitions (Merge Labs, backed by OpenAI’s $252 million seed investment, alongside DARPA’s N3 program and the Rice University project whose acronym gives this article its title). A fourth coordinate — biological compute hardware from Cortical Labs — supplies an emerging substrate layer whose thermodynamic properties may eventually prove decisive for real-time neural inference at scale.
What follows is not a successor to the Magic Kingdom thesis. It is the Magic Kingdom thesis encountering its next operating layer. The epistemic conventions from the parent article apply throughout: [V] for claims verified through primary sources, [I] for strong structural inferences drawn from verified facts, [H] for plausible hypotheses requiring additional evidence, and [OQ] for open questions where evidence is absent or insufficient. The governing conclusion is stated now and will be restated at the close: the public domain shows component availability, adjacency, and compatible trajectories, but not a single fused institutional pipeline. The convergence is real. The merger is still inference.
The Memetic Bridge: Why “Moana / M.O.A.N.A.” Is Not a Joke
The compression that titles this article operates on three registers simultaneously, and the reason it commands attention is that both halves are fully documented and public.
[V] On the literal register, M.O.A.N.A. is the exact acronym for Magnetic, Optical and Acoustic Neural Access — a flagship project under DARPA’s Next-Generation Nonsurgical Neurotechnology (N3) program, led by principal investigator Dr. Jacob Robinson at Rice University. The announcement listed characters and worlds from Disney, Marvel, Pixar, and Star Wars, with Moana among the named properties. That deal never closed — a point addressed in detail below — but the commercial register of the name is established: Moana was an officially sanctioned node in a corridor linking the world’s deepest reservoir of affective-symbolic capital to the world’s most rapidly scaling generative-intelligence platform.
On the structural register — the one that matters analytically — the letter-for-letter correspondence between a licensed Disney character and a DARPA-funded neurotechnology program becomes a signal flare for the convergence point where the Magic Kingdom article’s thesis would undergo its most consequential test. That thesis established that aesthetic systems achieving civilization-scale deployment become governance infrastructure regardless of original intent. If the affective-symbolic layer (Disney’s character capital — the trusted wrapper that makes populations voluntarily submit to telemetry because the experience enchants) and the neural-access layer (MOANA’s magnetic, optical, and acoustic modalities — the technology that reads and writes brain activity without surgery) are ever institutionally bridged, the trusted character interface becomes the on-ramp for the neural stack. The Magic Kingdom’s environmental feedback loop (park architecture → MagicBand → behavioral telemetry → environmental response → modified behavior) would extend from the spatial channel to the cortical channel. That scenario is not documented. It is, in the precise language appropriate to it, plausible as an architectural attractor, unsubstantiated as a factual claim. But the rhyme between the two halves of the acronym is too precise to dismiss and too elegant to burden with more certainty than the evidence supports.
Coordinate 1: The Affective-Symbolic Layer — Disney, OpenAI, Sora, and the Collapse
The December 2025 Inflection
[V] On December 11, 2025, The Walt Disney Company and OpenAI announced a three-year licensing agreement making Disney the first major content licensing partner on Sora. Named characters included Mickey Mouse, Minnie Mouse, Ariel, Belle, Beast, Cinderella, Baymax, Simba, Mufasa, Stitch, Lilo, plus characters from Encanto, Frozen, Inside Out, Moana, Monsters Inc., Toy Story, Up, and Zootopia, alongside animated or illustrated versions of Black Panther, Captain America, Deadpool, Groot, Iron Man, Loki, Thor, Thanos, Darth Vader, Han Solo, Luke Skywalker, Leia, the Mandalorian, Stormtroopers, and Yoda. The agreement explicitly excluded talent likenesses and voices — a boundary reflecting SAG-AFTRA protections and the heightened legal sensitivity around rights of publicity and voice cloning.
[V] Disney agreed to make a $1 billion equity investment in OpenAI, with warrants to purchase additional equity — subject to definitive agreements, board approvals, and closing conditions. As detailed below, the transaction never closed and no funds were exchanged. Disney CEO Bob Iger told CNBC the deal included approximately one year of exclusivity, after which Disney could license its IP to other AI companies. Sam Altman, co-founder and CEO of OpenAI, stated: “Disney is the global gold standard for storytelling.” The deal structure included Disney becoming a major OpenAI customer, using OpenAI’s APIs to build new products, tools, and experiences for Disney+ and other platforms; enterprise-wide deployment of ChatGPT for Disney employees; curated selections of fan-generated Sora videos to be streamed on Disney+; and a joint steering committee between OpenAI and Disney to monitor user creations against a voluminous brand appendix outlining prohibited use cases.
[V] The deal was announced concurrently with Disney’s aggressive IP enforcement posture against unauthorized AI use: Disney had filed a copyright infringement lawsuit against Midjourney (June 2025, alongside NBCUniversal), sent cease-and-desist letters to Google (December 2025) and Character.AI (September 2025), and publicly positioned the OpenAI arrangement as a model for responsible rights-holder/AI-platform collaboration. The deal thus represented simultaneous litigation and licensing — enforcement against unauthorized users and partnership with the most strategically positioned authorized one.
The March 2026 Collapse
[V] The deal never closed. The Sora timeline unfolded in two stages: first, Sora 1 was removed in the United States on March 13, 2026, with Sora 2 becoming the default experience; then on March 24, 2026, OpenAI announced it was shutting down Sora entirely — the standalone Sora web and app experience would be discontinued April 26, 2026; the API would follow on September 24, 2026. Reuters reported that as recently as the Monday before the announcement, teams from Disney and OpenAI had met about the Sora project — then, thirty minutes after that meeting ended, the Disney side was informed OpenAI was killing the video app. No money ever changed hands. No formal agreement was signed. The Los Angeles Times reported Disney learned of the shutdown less than an hour before the public announcement. Disney issued a measured statement: “As the nascent AI field advances rapidly, we respect OpenAI’s decision to exit the video generation business and to shift its priorities elsewhere.” Deadline confirmed from a Disney insider: “The deal is not moving forward.” Disney’s new CEO Josh D’Amaro (succeeding Iger, who stepped down earlier in March) had not commented specifically on the dissolved partnership.
[V] OpenAI’s stated rationale centered on compute economics and strategic reprioritization. Sora consumed enormous GPU resources — The Information and Science Insight reported operating costs of approximately $15 million per day against lifetime consumer revenue of approximately $1.4 million from 9.6 million downloads. Active users had declined from over one million at launch to under 500,000 by early 2026. Simultaneously, The Information reported that OpenAI had completed pre-training of a new model codenamed “Spud” — described internally by Altman as “a very strong model” that could “really accelerate the economy.” Multiple outlets including The Wall Street Journal and Trending Topics reported that the company’s product organization, led by Fidji Simo, was renamed “AGI Deployment.” Altman announced he would step back from day-to-day product work to focus on fundraising, chip supply chains, and data center construction at “unprecedented scale.” Press reporting placed OpenAI’s IPO target in Q4 2026 or early 2027, with valuation estimates ranging from $830 billion to $1 trillion, following a reported $120 billion funding round at an $840 billion valuation — though these figures derive from financial press rather than official OpenAI filings.
[V] The critical detail for this analysis: Sora head Bill Peebles stated that the team will now pursue “world simulation” for robotics, describing the objective as building “systems that deeply understand the world by learning to simulate arbitrary environments at high fidelity.” OpenAI’s spokesperson confirmed the Sora research team would “focus on world simulation research to advance robotics that will help people solve real-world, physical tasks.” The Sora team was not disbanded. It was redirected toward the precise capability domain — immersive synthetic environment construction — that the Magic Kingdom article documented as the historical through-line of the Disney-to-defense transfer corridor: from Walt Disney Imagineering’s theme-park environments to Applied Minds’ command centers to USC ICT’s military training simulators to Battle Station 21.
[V] OpenAI maintains an active job listing for a Simulation Environments Engineer (San Francisco), whose charter is to “build the tooling and infrastructure that enable high-coverage, realistic virtual environments for robotics research and evaluation at scale” using NVIDIA Isaac Sim, Unity, Unreal Engine, and Omniverse. The robotics team’s public mandate is “unlocking general-purpose robotics” via photorealistic, dynamic synthetic worlds. Competitors including NVIDIA (Cosmos framework, Newton Physics Engine, Isaac GR00T open-source models), Google DeepMind (Genie 3 world-model architecture), and Yann LeCun’s post-Meta world-model startup ($3.5 billion target valuation) are pursuing the same domain — confirming that world simulation is now an active, multi-front competitive frontier, not a speculative backwater.
[I] The language of “simulating arbitrary environments at high fidelity” is the language of digital twins, synthetic training environments, and mission rehearsal — all documented Pentagon priorities. The U.S. Army’s Synthetic Training Environment program explicitly describes soldiers donning virtual or mixed-reality goggles to rehearse missions on projected terrain. DARPA’s Digital RF Battlespace Emulator opens pathways for electronic warfare testing through high-fidelity real-time emulation. CAE’s Single Synthetic Environment / Digital Twin platform is already in defense deployment. The I/ITSEC 2023 Best Tutorial explicitly analyzed Disney’s “Rise of the Resistance” attraction for military simulation applicability. The Sora team’s redirection to world simulation is structurally continuous with the pattern the Magic Kingdom article identified: entertainment-grade simulation capability being redirected toward defense-relevant applications. The pattern is documented historically. The current iteration is visible in public statements and hiring. The institutional connection remains inferential.
Coordinate 2: The Compute-Energy-Territory Substrate — Stargate
[V] Stargate LLC, incorporated in Delaware as a joint venture of OpenAI, SoftBank, Oracle, and Abu Dhabi’s MGX, was announced on January 21, 2025, at a White House press conference by President Donald Trump alongside Sam Altman, Larry Ellison (Oracle), and Masayoshi Son (SoftBank). The venture plans to invest up to $500 billion over four years in AI infrastructure for OpenAI in the United States. SoftBank holds financial responsibility; OpenAI holds operational responsibility. Masayoshi Son serves as chairman. The official announcement framed Stargate as supporting “the re-industrialization of the United States” and providing “a strategic capability to protect the national security of America and its allies.” Key initial technology partners include Arm, Microsoft, NVIDIA, Oracle, and OpenAI.
[V] By September 2025, five additional U.S. data center sites were announced — in Shackelford County, Texas; Doña Ana County, New Mexico; Lordstown, Ohio; Milam County, Texas; and Wisconsin (developed by Oracle and Vantage). A sixth site in Saline Township, Michigan was announced in October 2025, developed by Related Digital in partnership with Oracle. Combined capacity reached nearly 7 gigawatts of planned infrastructure and over $400 billion in committed investment — on track to exceed the full 10-gigawatt target ahead of schedule. The flagship Abilene, Texas campus was partially operational, with NVIDIA GB200 racks delivered as of June 2025 and early training and inference workloads running on Oracle Cloud Infrastructure (OCI). Oracle expects to deploy over 450,000 GB200 GPUs at Abilene under a 15-year lease. The Abilene campus employed 6,400+ construction workers by late 2025, with potential to scale past a gigawatt of capacity — enough electricity to power approximately 750,000 U.S. homes.
[V] The chip supply chain spans multiple partners, though the evidentiary footing varies between officially announced partnerships and press-reported roadmap details. On the official side: AMD agreed to supply up to 6 gigawatts of Instinct GPUs, with OpenAI potentially purchasing a 10% stake in AMD if milestones are met. Broadcom will supply 10 gigawatts of custom hardware. On the reported-roadmap side: Reuters and other outlets report that OpenAI is developing its own custom chip — reported codename “Titan” — in collaboration with Broadcom, fabricated on TSMC’s 3nm process, targeting mass production in H2 2026; OpenAI’s in-house chip team, led by Richard Ho, has approximately 40 engineers. NVIDIA has publicly confirmed that its next-generation Vera Rubin architecture will be available from partners in the second half of 2026, and press reporting indicates it is slated to power Stargate capacity. Press reports also place NVIDIA’s committed processor supply to OpenAI at approximately $100 billion, and describe NVIDIA CEO Jensen Huang as having personally negotiated chip-supply terms with Altman — though these specifics derive from financial and industry press rather than official NVIDIA or OpenAI announcements.
[V] International expansion includes Stargate Norway (with Aker), Stargate UAE (with G42, Oracle, SoftBank, NVIDIA, and Cisco, announced May 2025), and Stargate Argentina (with Sur Energy, up to $25 billion and 500 megawatts, the first Stargate site in Latin America). In December 2025, SoftBank completed a $41 billion investment in OpenAI, securing approximately 11% equity — one of the largest private funding rounds ever recorded. Press reporting (The Information, Financial Times, Wall Street Journal) places the SoftBank–OpenAI ownership structure at 40% each in Stargate, with Oracle and MGX each contributing approximately $7 billion in capital, with remaining funds from limited partners and debt financing. Reuters reported that OpenAI signed a contract for cloud services from Oracle worth approximately $300 billion over five years. An additional SB Energy (Solar Belt Energy) partnership (SoftBank subsidiary) in Milam County, Texas, reported by Reuters at a $1 billion combined investment, provides rapid-build data center capacity.
Stargate is not only a greenfield hyperscale story unfolding in Abilene or Milam County. It is also a brownfield recoding story in which legacy R&D campuses are being reabsorbed into the AI-energy stack — a pattern that reveals the territorial logic of the formation at a finer grain than headline announcements alone.
[V] Another revealing Central Texas node in the Stargate ecology is the former 3M Austin Center / 3M Innovation Center at 6801 River Place Boulevard, Austin, Texas 78726, near RM 2222 and RM 620. Built in 1987 as a purpose-built R&D facility, the campus includes its own on-site power plant capable of generating power independently of the Austin Energy grid — a detail emphasized in a 2024 Four Points News interview with Karlin staff. 3M put the campus up for sale in 2016 and agreed in 2017 to sell the property (approximately 107 acres of developed campus within a 156-acre total site, per varying source measurements) to World Class Capital Group; local reporting later described the site under the name Silicon Hills Campus LLC as it moved through financial distress and foreclosure. In 2021, Karlin Real Estate acquired the campus out of foreclosure and repositioned it as Highpoint 2222, a roughly 1.1 million-square-foot former R&D complex marketed first as life-science and advanced-office space. By March 2026, a new layer of filings tied to the site had shifted the picture: The Real Deal, citing Austin Business Journal and Texas regulatory documents, reported that a $610 million revamp for a 234,000-square-foot user filed under SE Cosmos LLC involved extensive electrical and infrastructure upgrades — including upgrades to substations, private electrical systems, and utility connections running across the campus — and that a fiscal surety filing linked the project to an SB Energy (Solar Belt Energy) affiliate. Then, on March 31, 2026, Austin Business Journal reported that SB Energy had purchased the Highpoint 2222 campus outright from Karlin for an undisclosed price — confirming that the SoftBank subsidiary’s involvement had escalated from tenant-level filing to full ownership. Separately, The Real Deal reported that Arm Holdings — a named Stargate key technology partner in OpenAI’s original January 2025 White House announcement — is scouting space at the same campus, raising the possibility of a hybrid tech project with multiple Stargate-adjacent tenants co-locating on a single brownfield site. Arm already has a significant Austin presence and is expanding nearby but has declined to comment on the Highpoint site.
[I] What makes that Austin property significant in the larger map is that it sits directly inside the same OpenAI–SoftBank–SB Energy buildout logic now formalized under Stargate — and the confirmed purchase removes the inferential gap that existed when the connection rested only on filings. On January 9, 2026, OpenAI and SoftBank Group announced that they were each investing $500 million into SB Energy, with OpenAI also signing a 1.2-gigawatt data-center lease in Milam County, Texas, and forming a preferred partnership model for future AI campus development. The Real Deal explicitly connected the Highpoint 2222 site to this broader buildout, noting that SB Energy “recently partnered with OpenAI, Oracle and others on a Stargate AI venture” that includes “a planned $18 billion data center campus elsewhere in Central Texas.” SB Energy’s preexisting Texas energy footprint — the “SB” standing for Solar Belt, after the company’s namesake infrastructure — already included the Orion Solar Belt in Milam County — Orion I, II, and III — a roughly 900 MWdc solar complex using more than 1.3 million American-made modules, with Google as anchor customer for its Midlothian / Ellis County data-center and Dallas cloud-region load, built with components from First Solar, Gerdau, Nextracker, and Blattner. Read in that context, Highpoint 2222 is no longer speculative: a SoftBank subsidiary that is simultaneously building Stargate data center capacity in Milam County has now purchased a 1987-vintage R&D campus with an existing on-site power plant, is executing a $610 million infrastructure retrofit, and may be co-locating with a named Stargate chip partner — a concrete instance of the broader strategic pattern in which legacy corporate and laboratory properties, inherited power plants and utility corridors, renewable-generation backstops, and AI-specific electrical retrofits are being folded into a new territorial layer where compute, energy, and real estate are no longer separate sectors but one integrated interface substrate.
[I] Stargate does not sit inside the Orlando defense-simulation corridor geographically (Abilene is 1,200 miles from Orlando), but it sits inside the same institutional ecosystem: OpenAI now holds operational responsibility over state-significant physical infrastructure and an active government deployment channel (GenAI.mil) and a redirected world-simulation research team whose stated mission overlaps precisely with the Orlando corridor’s defense-simulation mandate. When NVIDIA CEO Jensen Huang — reported by CNBC to have personally negotiated Stargate chip terms with Altman — also collaborated with Disney Imagineering President Bruce Vaughn on the Kamino simulator and Olaf robot (using NVIDIA Jetson hardware and Google DeepMind partnership), the same individual operates as a node in both the Stargate hardware supply chain and the Disney behavioral-robotics pipeline. The convergence is not organizational. It is nodal — shared persons, shared hardware ecosystems, shared capability domains.
[V] The Orlando corridor itself demands full articulation because its institutional density is what makes the Disney–defense adjacency structural rather than anecdotal. Disney World’s 39-square-mile Florida campus — governed since 2023 by the Central Florida Tourism Oversight District (CFTOD), successor to the Reedy Creek Improvement District documented extensively in the Magic Kingdom article — sits within one of the densest concentrations of military simulation, training, and defense contracting infrastructure in the United States. The National Center for Simulation (NCS), headquartered in the Central Florida Research Park adjacent to Naval Support Activity Orlando, coordinates an ecosystem described as “the world’s largest cluster for computer simulation and modeling,” housing over 370 member companies and receiving over $7 billion in annual defense procurement. The “Team Orlando” partnership co-locates the simulation headquarters of the U.S. Army (PEO-STRI, the Program Executive Office for Simulation, Training and Instrumentation, with a $6.5 billion procurement portfolio), U.S. Navy (NAWCTSD, Naval Air Warfare Center Training Systems Division), U.S. Air Force (AFAMS, Agency for Modeling and Simulation), U.S. Marine Corps (PMTRASYS, Program Manager for Training Systems), and the UCF Institute for Simulation and Training at the University of Central Florida — all within a few miles of Disney property.
[V] Lockheed Martin’s Training and Logistics Solutions (TLS) — formerly Global Training and Logistics (GTS) and before that Simulation, Training & Support — is a major Orlando-based business unit headquartered at 100 Global Innovation Circle that develops training programs for the U.S. military and over 65 international customers.
